“Semua rapat-rapat yang dilakukan oleh dewan kawasan selaku pemrakarsa sulit menepis anggapan dilakukannya itu hanya untuk sekedar formalitas belaka. Sebab patut diduga gagasan penerapan Kepala BP Batam akan dijabat secara ex-officio oleh Wali Kota Batam, sudah bergulir sejak bulan Desember 2018, terasa kuat pemaksaannya. Harus tetap dilaksanakan, sekalipun tidak selaras dengan amanat undang-undang 53/1999 yang menetapkan Batam sebgai daerah otonom (pasal 21 jo uu 23/2014 ttg Pemda psl 360 ayat (4),” kata ampuan kamis (9/5).
Ia juga menilai menko perekonomian, sekalipun sebagai ketua, merangkap anggota, telah mengabaikan peran dari anggota lainnya dan menonjolkan instansinya sebagai yang paling dominan dalam merumuskan materi Rancangan Perubahan ke – II PP 46/2007 tersebut.
Padahal seharusnya lebih terstruktur hirsontal ke-kementrian Dalam Negeri sesuai konsep Otonomi Daerah. Sedangkan kawasan BP Batamadalah dibentuk oleh Pemerintah Pusat dengan APBN serta seluruhnya adalah asset Pemerintah Pusat.
Ampuan juga berpendapat, semestinya Dewan Kawasan Batam memiliki SOP dalam membuat aturan main dalam rapat pengambilan keputusan, termasuk dalam pengusulan kepada presiden. Namun justru ini sampai sekarang tidak ada.
“ketiga di Batam selama ini seakan sengaja diciptakan dengan rekayasa, dimana seolah-olah dualisme kepemimpinan. Padahal tupoksinya berbeda dan dasar perundang-undangan kedua instansi jelas ada, yaitu UU no 36 tahun 2000 untuk BP Batam dan UU 23/2014 untuk Pemko batam, papar ampuan.
Diakui sejak bergulirnya gagasan perubahan ke-II PP 46/2007 ini, yang rencananya sebagai pintu masuk du terapkannya gagasan ex-officio, beberapa pihak sudah menyurati Presiden RI. Namun hal itu belum ditanggapi.
